external recruiter is a key player in the process.

In the past, you may have worked with agencies who have
failed to deliver the quality of service claimed. All
agencies are required by law to be licensed, but
unfortunately this does not guarantee effectiveness.

with an external recruitment agency, make sure that the
agency has:
- Strict, written policies and procedures for every step
in the recruitment process (which they can easily
demonstrate to you)
- A demonstrated understanding of staff retention issues
and the ability to assist with those
- A demonstrated understanding of the culture and people
with whom the successful applicant will be placed
- Staff with human resources qualification at least at
degree level
- Application of testing for skills and behavioural
styles
- Thorough reference checking procedures (Make sure you
view the questionaire - you almost certainly won't be
permitted to keep a copy because the questions could be
rightfully be regarded as intellectual property.
Also, without the permission of the candidate, it is
illegal to divulge respondent's answers.)
- Consistent follow-up procedures
- A track record of successful long-term placement in
the field and at the level at which you require staff
In addition, NEVER work with a recruitment agency without
an employment contract, and ensure that you adequately
resource the agency to undertake appropriate marketing for
your new staff member. Companies who try to recruit
"on the cheap", without a contract, and on the basis of "if
someone should happen to come along" generally do not, of
course, end up with appropriate staff! That is not
professional recruiting!
